I have looked all over the game & have only found a high level spell that I do not have enough exp to., The Elder Scrolls IV: Oblivion Questions and answers, Xbox 360. I am not sure what level you have to be in order to find them in the mage guilds. I have played Oblivion quite a bit (hundreds of hours) with the spell tomes dlc installed and I got my spell tomes elsewhere in the world as loot.
